Correct Cinder NetApp backend name parameter mapping

Change to pass CinderNetappBackendName to the correct
parameter in the Cinder puppet module:

  cinder::backend::netapp::volume_backend_name

This allows backend name overrides to be reflected in
the deployed overcloud.
