Configure OVNCMSOptions=enable-chassis-as-gw within neutron-ovn-sriov.yaml

In order to configure OVN+SRIOV, the following THT files need to be
imported:
  - neutron-ovn-ha.yaml
  - neutron-ovn-sriov.yaml
