Add SwiftSystemReader role when Rbac is enabled 

This patch just adds a new, additional key accepted by the Ceph
cluster when rbac is enabled.
This patch depends on the feature [1] enabled on RGW, otherwise
the config-key is ignored and not assimilated by the ceph cluster.
