Remove references to RpcPort, RpcUserName, RpcPassword and
RpcUseSSL from all templates that do not actually use the parameter.

Update healthcheck commands that probe oslo's messaging port to use the
RpcPort parameter. Previously, some templates referenced the service's
own 'rabbit_port' config setting, which led to malformed healthcheck
commands when the 'rabbit_port' settings were deprecated.
Update the templates that looked up the port in the RabbitMQService's
global_config_settings. Not only did this break the oslo abstraction
by referring to a specific messaging backend (rabbit), it broke
split-stack deployments in which the RabbitMQService is not actually
deployed on the secondary stack's nodes.
This patch creates a common healthcheck command using the RpcPort
parameter in containers-common.yaml. This allows other templates to
reference a common healthcheck command. Other templates that should
also use this can be cleaned up in a separate patch.

This change combines the previous puppet and docker files into a single
file that performs the docker service installation and configuration.
With this patch the baremetal version of database service MySQL Client
has been removed.

Previously the kolla config is merging the existing apache configuration
files in the container with our generated ones. This can lead to extra
configurations in the containers that we are not expecting. This change
updates the kolla configs to not merge the httpd conf.d folder so we only
end up with our expected configurations.

It seems we're using the default docker0(docker)/cni0(podman) bridges
for these containers. It would be good to remove dependencies on these
default bridges.

We want to include the way the service is deployed (container/baremetal)
and the configuration management tool used (ansible/puppet) in the
service file name so folks can easily identify how a service is being
deployed and with what tooling.

The puppet openstack modules have switched the debug setting to a
logging class in the modules. They are starting to remove the base debug
option so we need to switch our usages to use the logging classes

We don't need upgrade_tasks that stop systemd services since all
services are now containerized.
However, we decided to keep the tasks that remove the rpms in case some
of deployments didn't cleanup them in previous releases, they can still
do it now.
