We need to be sure the boostrap node data has been propagated to the
cluster before proceeding with configuration, because
ControllerNodesPostDeployment consumes the data put in place by this
and depends_on for serialization, which is essentially meaningless when
combined with NO_SIGNAL.

This patch bumps the HOT version for the overcloud
to Kilo 2015-04-30. We should have already done this
since we are making use of OS::stack_id (a kilo feature)
in some of the nested stacks. Also, this will give us access to
the new repeat function as well.

Currently it is possible to know what is the hostname of the boostrap
nodeid but not its IP. Since depending on the use case the use of the IP
might be needed, a way to have access to this information should be
provided.

This patch splits out the BootstrapNode config
such that alternate implementation (puppet for example)
can implement their own SoftwareConfig's via a nested stack.
This is controlled by the standard overcloud heat environment.
For os-apply-config deployments the implementation should work the
same as before.
For puppet deployments the implementation uses hiera metadata
to configure bootstrap_nodeid.
