Rabi Mishra cced6333b3 Add ExternalInterfaceDefaultRoute parameter to ci nic configs 
Since https://review.openstack.org/645039, we need to add
ExternalInterfaceDefaultRoute parameter to nic configs.

It seems we always have  'default_route_networks: ['External']'
in roles data. So we probably don't need it for other networks.

TripleO CI environments are exclusively used for Continuous Integration purpose or for development usage. They should not be used in production and we don't guarantee they work outside TripleO CI.
