ovn::controller::hostname defaults to ::fqdn,
hostname can differ based on how nova configures it, detected
when dhcp_domain name is removed in [1].
So it's good to rely on fqdn_canonical hiera key which
nova also relies on to set "host" in nova.conf.
This backport excludes neutron_url_timeout chnage.
