Francesco Pantano 8d4e8adb36 Add external-ceph environment file
External ceph configuration is done with tripleo
using the tripleo_ceph_client ansible role.
This change adds a new, generic environment file
that can be included in the overcloud deploy when
services using an external Ceph cluster are configured.
