Ronelle Landy 67bcc3fc9d Add ci environment file for standalone IPA parameters

This review adds a template file for settings required
when standalone is deployed with IPA.

The custom DNS server - which differs depending
on the environment deployed, is added in the job
when the standalone parameters are rendered.
