Currently we use special hieradata keys to pass parameters to puppet
but some of them are only used by a single manifest and can be replaced
by puppet parameters.
For example, the hiera key, keystone_federation_enabled , is used by
the tripleo::profile::base::keystone class thus we can use replace it
by a puppet parameter.
This change replaces such unnecessary usage.
