waleed mousa 8043b1c6d4 Modifying the ovs-hw-offlaod file to adapt new changes
After moving sriov configuration to os-net-config, there is no need
for NeutronSriovNumVFs parameter as itwill be deprecated
Also we need to add the NUMATopologyFilter to the
NovaSchedulerDefaultFilters
