After moving sriov configuration to os-net-config, there is no need for NeutronSriovNumVFs parameter as itwill be deprecated Also we need to add the NUMATopologyFilter to the NovaSchedulerDefaultFilters Change-Id: I566efe482031850df7c926b6dae72e44b6f369f5
