Juan Badia Payno 2153786d77 heat-api fix log path
As it can be check on the gate[1], the log path for the service
is not set properly. "/var/log/containers/heat/heat-api.log"

This patch set the path properly to:
  "/var/log/containers/heat/heat_api.log.txt"
