Emilien Macchi e4ee042a2a upgrade: remove tasks that stop and disable services
We don't need upgrade_tasks that stop systemd services since all
services are now containerized.
However, we decided to keep the tasks that remove the rpms in case some
of deployments didn't cleanup them in previous releases, they can still
do it now.

mapping overrides those in ServiceNetMapDefaults.

NeutronWorkers:
default: ''
description: |
Sets the number of API workers for the Neutron service.
The default value results in the configuration being left unset
and a system-dependent default will be chosen (usually the number
of processors). Please note that this can result in a large number
of processes and memory consumption on systems with a large core
count. On such systems it is recommended that a non-default value
be selected that matches the load requirements.
type: string
NeutronRpcWorkers:
default: ''
description: |
Sets the number of RPC workers for the Neutron service.
If not specified, it'll take the value of NeutronWorkers and if this is
not specified either, the default value results in the configuration
being left unset and a system-dependent default will be chosen
(usually 1).

type: string
description: |
Whether to enable HA for virtual routers. When not set, L3 HA will be
automatically enabled if the number of nodes hosting controller
configurations and DVR is disabled. Valid values are 'true' or 'false'
This parameter is being deprecated in Newton and is scheduled to be
removed in Ocata. Future releases will enable L3 HA by default if it is
appropriate for the deployment type. Alternate mechanisms will be
available to override.
