yatin e534a7a213 Correctly set NeutronMl2PluginBase for OVN scenario 
OVN configuration was not done when deployed with
scenario007 as default for NeutronMl2PluginBase was
used which is neutron-plugin-ml2.yaml. This patch
fixes this to use neutron-plugin-ml2-ovn.yaml which
correctly configures neutron for ovn metadata.

README.rst

This directory contains environments that are used in tripleo-ci. They may change from release to release or within a release, and should not be relied upon in a production environment. The top-level environments directory in tripleo-heat-templates contains the production-ready environment files.
