Add release notes for migration from old OpenDaylight netvirt:1 healthcheck REST API to new diagstatus API. The recommended API for checking when OpenDaylight is up and ready has

changed. Use the new ODL Infrautils diagstatus REST API endpoint, vs the
|
|
old netvirt:1 endpoint.
