Gregory Haynes 01694b1547 Pin setuptools to <8.0 
Setuptools 8.0 changed the way it parses version strings and many of our
openstack packages break when using it. Pinning this for now until our
packages are fixed.

Closes-Bug: #1402305

Pip install OpenStack python- client tools.

The element will install OpenStack python-*clients. This element is intended to to allow other elements who require client tools access to installing them in a uniform way.

Installed clients are: python-glanceclient python-heatclient python-keystone python-neutronclient python-novaclient
