Ryan Brady e9530f02d7 Adds svc-map to cinder elements 
This patch changes the use of map-services to svc-map for the
cinder-tgt and cinder-volume elements.

Use tgtd as the iscsi helper for cinder.

The cinder.iscsi-target configuration option must be set to "tgtadm". See the cinder element readme for details.
