Dan Prince bbbb71bdaa Use DIB_DEFAULT_INSTALLTYPE=package 
Updates the enable-packages-install to use DIB_DEFAULT_INSTALLTYPE
instead of individual settings for each project. This avoids
coupling and should cover the same use case we were attempting
with the original approach.
