Partial Revert "Pin ansible-core until we can fix compatibility with 2.14"

This partially reverts commit da7312c530.

Left the pinning for stable/wallaby as we probably don't want to bump
to ansible 2.14 there. It can be reverted later if we want.

Reason for revert:
The issue caused by the new version has been fixed or workarounded.
