Avoid installing warlock!=1.3.2 in TQ

Currently warlock 1.3.2 is broken while installing it from
pypi. Here is the github issue:
https://github.com/bcwaldon/warlock/issues/41
and fix is in progress. Avoid installing the same fixes
the issue.
