Bartosz Zurkowski ea41b2f724 Flatten service clients and tests directories ... Looking at the structuring of service clients among Tempest plugins, almost none of them places clients in "json" subfolder. Similarly, almost none of the plugins places tests for different APIs into individual directories such as: flavors, limits etc.. In particular, such conventions do not occur in the Tempest repository, on which plugins should be modeled. This change reorganizes plugin directories in order to comply with Tempest standards.
