Use Ubuntu Xenial distro for integration tests

Default Ubuntu release which is used under devstack, has been changed
from Xenial to Bionic [1].
Fortunately, backward compatibility for Xenial was added.

Until we are not compatible with Bionic, we need to use older
Ubuntu distro.
