Steve Leon 342826a8ff Move cluster strategies to strategies/cluster
So far there is only one strategy in the API and taskmanager.
But eventually there could be more. We could have other strategies such
as storage strategy. Creating a cluster package in strategies will
allow to package more strategies in the future.
