Takashi Natsume bc80e2c524 Adapt bindep ubuntu-jammy 
This patch changes the following items.

* Remove python-dev in bindep.txt

  This is needed to make openstack-tox-py310 job
  to install deps properly.

* Make python3 and python3-devel installed
  on CentOS 8 and Fedora

If you'd like to run from the master branch, you can clone the git repo:
