Hirotaka Wakabayashi 3409bd4259 Defines Q_AGENT openvswitch explicitly ... This PR fixes Trove installation errors using devstack. We need to set Q_AGENT as openvswitch explicitly in local.conf when we continue to use openvswitch because devstack recently changed the default L2 agent from openvswitch to OVN[1].
