Ghanshyam Mann b0dae6ef0c Support py3.12 and drop py3.8 
As per the current release tested runtime, we test
from python 3.9 till python 3.12 so updating the same
in python classifier in setup.cfg

Also, dropping the python3.8 support

Venus Tempest Plugin

This is a venus tempest plugin package. Tests can be run as a tempest plugin against any venus-enabled OpenStack cloud.

Please fill here a long description which must be at least 3 lines wrapped on 80 cols, so that distribution package maintainers can use it in their packages. Note that this is a hard requirement.
