Explicitly set ramdisk type 

The virtualbmc-tempest-ironic-ipmi-iscsi job is based on
ironic-base job which will default to dib.
To prevent breaking the virtualbmc CI we set the ramdisk
type to tinyipa for now and we'll convert the jobs here later.
