Ifat Afek eb1aa53236 Create new folders for pike specs - "approved" and "implemented" ...

We have a lot of specs that were approved in Pike, but not all of them will be implemented (feature freeze is at July 27). We need to separate the implemented from the approved.

The new temp.rst files are temporary, so that the approved and implemented folders will be pushed to gerrit. Then, I will be able to move the other rsts and keep their history.
