Ifat Afek 2a717512a8 Execute an external engine from Vitrage 
This is the next phase in the implementation of external actions in Vitrage templates: notifying the selected external engine.

The Mistral notifier will be pushed in a different change.

The OpenStack RCA Service

Vitrage is the OpenStack RCA (Root Cause Analysis) Service for organizing, analyzing and expanding OpenStack alarms & events, yielding insights regarding the root cause of problems and deducing the existence of problems before they are directly detected.
