jgilaber 6653953fb5 Remove monasca datasource

As agreed in the PTG[1], remove the monasca datasource that was
deprecated in the 2025.2[2] since it the project was marked as retired.

This change removes the monasca datasource, all its configuration
options and its unit tests.

     The Monasca datasource has been removed from Watcher. This datasource
     was deprecated in a previous release due to upstream Monasca project
     retirement. Users should migrate to Gnocchi or Aetos
     datasources, which provide equivalent and enhanced functionality.
