Update compute cpu-model to kvm64 

Compute nodes provided to zuul are occasionally have incompatiable cpu
models which block migration tests. This commit sets the cpu model for
the compute nodes to kvm64 to allow for a generic model between all
nodes. This should have some performance impacts, but should mitigate
scenarios where the provided computes have incompatiable cpu models.
