This reverts commit 4a1a6b3766. It didn't
improve the situation, and at least it's failing early.

Enabling in Devstack

Download DevStack:

$ git clone https://git.openstack.org/openstack-dev/devstack
$ cd devstack

Add the following repo as an external repository:

[[local|localrc]]
enable_plugin zaqar https://git.openstack.org/openstack/zaqar

Run ./stack.sh
