Zaqar doesn't support sqlalchemy for the dataplane anymore. This patch removes it. Future patches will bring it back to support the management plane. Change-Id: If464f1b6ba5bda84654ff70f19ea891c99ba92e3 Depends-On: If5c91ebe136017cea2eeecf62a580d050e49617d
