Wenzhi Yu cf1ad08b0f Implement etcd API for ResourceClass
Porposed change of this commit is:

1.Add etcd db model and implements etcd API for
  ResourceClass.
2.Add 'uuid' field into ResourceClass.

Part of blueprint expose-host-capabilities
