Hongbin Lu b7b8fcd51e Several fixes to unblock the gate
* Make test-setup.sh compatible with mysql8. Starting from mysql
  version 8 it's not possible to create a user implictly when using GRANT.
* Fix lower constraint for python3.8. See:
  https://bugs.launchpad.net/nova/+bug/1886298
* Fix pep8 failure
