Emilien Macchi 0a77d25902 Add SPOF support & Heat APIs support
- Add SPOF node which aims to manage OpenStack services which are
  bottleneck in Havana
- Add Heat APIs support (cfn & cloudwatch)
- Split Heat manifests
- Split Ceilometer manifests
- Create site-ref for basic architecture of small deployment
