Revert "Integration of Intel Device Plugins as a system app"
This reverts commit 9eab49853ffda0d9d09fc41733e24363c9456385. Reason for revert: because it failed the official build due to "No module named pip" error. Change-Id: If34aac3746bfc1a3ec5fe998d35437d27c1b924b
