Reed, Joshua 1b81902432 Update app Zuul Check Jobs. 
Modify code to conform to flake8 and pylint.

Jobs are now flake8, pylint, py39 and metadata.

Add bindep.txt

Test Plan
PASS - All zuul jobs pass as expected.

k8sapp-cert-manager

This project contains StarlingX Kubernetes application specific python plugins for the certificate manager. These plugins are required to integrate the oidc authorization application into the StarlingX application framework and to support the various StarlingX deployments.
