golang-dep: add initial version for debian 

Add golang-dep 0.5.4-3 of debian packaging.

There is no golang-dep for debian bullseye release,
and the golang-dep 0.5.1 for debian buster release need go-1.8 when
building, which is too old for us. So choose the newest version I can
find at snapshots.
