Update the PCI device section in the API document

An error occurred while using the API interface
(/v1/devices/​{device_id}) in the API documentation.
After analysis code, I found that the API interface should be
/v1/pci_devices/​{device_id}, and the URL of "Modifies a
specific PCI device" also has this problem, so I also update
this part of the API document.
