Ovidiu Poncea f713bfe4a4 Enable ceph-audit to run even if stx-openstack is not running ... Ceph audit role is to set the replication for Ceph pools to the value configured for them in system inventory. This should happen even if openstack application is not running. Currently the job remains in 'pending' till openstack application is started.
