Deprecate cgtsclient.openstack.common files since those files were mostly replaced by oslo. Fix a wrapping_formatters import which was using a relative path. A recursion error with deepcopy has been fixed which allows the py36 unit tests to be enabled. Newer flake8, hacking and bugbear are now enabled since python3 is able to be tested now.
