Provide some mocked tests covering the basic functionality of the subcloud audit. This commit also includes two fixes in the mainline code (both are very minor and so are included directly in this commit): - The subcloud next audit timestamp comparison should match on equals since it it ready to be audited by this timestamp. This is a very minor issue and would only result in a small extra delay for the given subcloud. - When enqueueing a subcloud for audit, if a timestamp is provided the delay parameter is ignored. This would result in unexpected timing if if both parameters are supplied. Note: this combination is not used in the current code.
