Al Bailey 621f1da242 Enable puppet hiera setup for USM
The puppet-usm endpoints, etc.. are setup
by puppet by setting the appropriate hiera values.
It is basically the same as setting up patching.

Test Plan:
  PASS: Build/bootstrap/unlock AIO-SX
  PASS: Build/bootstrap/unlock STD (2 controllers)
  PASS: Verify a 'hacked' horizon can attempt authenticated
        USM api calls
