Fabricio Henrique Ramos 563cb2e988 Remove migrate_helm_release.py script

This script is being removed as it was only required for apps that
needed to migrate from helm v2 to helm v3 and this is no longer
required as of stx.9 release. Also remove
63-helm-v2-to-v3-rel_migration.sh.
