This commit saves the bootstrap output file, previously saved in
/tmp, to /opt/platform/config/rel-* location so it can be retained
over host reboot/reinstall/upgrade and picked up automatically by
collect for debugging purpose.
Tests:
- Bootstrap a simplex locally
- Bootstrap a simplex remotely
- Run collect after host unlock and verify that the bootstrap
output file is included in the collect tarball
