The requirements that had conflicts have been updated. The local upper-constraints is no longer being used by tox since two constraints files with different values for the same requirements are not supported. Additional pylint error codes are being suppressed as pylint is now running in python3 and has some newer checks. Cleans up some linter warnings related to yaml.
