Chuck Short dcf746cf17 debian: Fix controllerconfig packaging issues 
- Ensure the controllerconfig.service starts.
- Ensure that the preset are installed when the packages
  are installed.

Test Plan
PASS Build package and ISO
PASS Boot and check for controllerconfig.service
