Robert Church e8309c2d34 Enable ic-ingress-ingress helm release migration 
With the dependent application name change, the ic-nginx-ingress
application can now successfully upgrade from stx 6.0 -> stx 7.0,
therefore add it here to the allow its helm v2 release data to be
migrated.

Test Plan
PASS: stx 6.0 -> stx 7.0 app upgrade (upgrade-activation)
