albailey 990898fa27 Only apply strategy actions to the update type of the CLI ... Previously a patch strategy could be deleted from the upgrade CLI. Now, only operations assoicated with that update type are permitted for each CLI. For example: an 'upgrade' strategy cannot be deleted or applied by the patch strategy CLI.
